A database driven website is essentially a website that gets all of its content from one central and easy to update location. It displays that same information in many ways over the site avoiding the need for repetitive data inputting. 
EG. if you are selling Products online, all you have to do is add in the Product information once, which would automatically display that Product in several relevant places throughout the website.

A static website is normally less expensive to setup and can be cheaper to maintain. Most static sites are used as an introduction to your company and contain infrequently changing information eg. Contact details and About Us. However, if the website information changes frequently a database driven site may be more cost effective.
